The CBEC has issued Circular No. 145/14/2011/ST whereby it is clarified that the fees collected by Chamber of Commerce, Export Promotion Council etc for issue of Certificate of Origin for export cargo will be taxable under 'Technical Inspection and Certification Agency' Service.
